You draw. You claim an occupancy letter and a hypothesis. Theories run on that sheet. Example plans exist so a test has something to bite — they are not the product, and this is not AutoCAD.
Occupant-load factors and occupancy letters are IBC-shaped teaching values. They are not a determination. Fire, accessibility, and hazardous occupancy stay hypotheses until a protocol and a code official say otherwise.
